What does a 429 error mean?

Too many requests: you exceeded the rate limit. Wait, respect the Retry-After header if present, and slow down.

Should the Wait node be inside the loop?

Yes. Put it after the HTTP Request node, inside the Loop Over Items branch, so every batch is followed by a pause.

What if the limit is per day?

Then the job may need several days or a higher plan. The planner shows total duration so you can decide.
